Mr. Jingwei Liu has more than 20 years of information industry service experience including his 14 years tenure with IBM. He managed the national information management technology team of IBM software department and developed IBM medical business in China. He has led the formulation and implementation of primary healthcare cloud strategy of IBM in China.

In the past 10 years, Mr. Liu has focused on introduction of the PCMH (Patient Centered Medical Home) medical service model and has cooperated with a few medical institutions in the United States to carry out PCMH localization in China. During 2015-2018, Mr. Liu served as the director of healthcare transformation innovation center of CETC-SS (China Electronics Technology), led the pilot work of Chengdu Wuhou District primary healthcare transformation, and applied PCMH model to explore a new chronic disease management model suitable for China.

Mr. Liu devoted his decade long effort to transform primary healthcare system in China leveraging upon his experience in the United States. He firmly believes breast cancer in China should be included in primary healthcare reform system to transfer from the current under-served and under-developed clinical path to be adapt the standard in line of the international one.

Mr. Liu earned his B.S. degree in Computer Science from Beihang University, master’s degree in information management from Renmin University.
